Social Insurance Services

Vietnam social insurance services, handled end to end

Additions and reductions filed on time, benefits reaching your employees with no file left behind

Nhan Kiet takes on all three groups of a company's social insurance work: managing monthly workforce changes, processing sickness, maternity and occupational accident benefits, and updating SI book and HI card information. Files are prepared under the new collection process in Decision 366/QĐ-BHXH (effective 1/5/2026), filed electronically and reconciled with the social insurance authority every month.

Scope of work

What does the social insurance service cover?

The social insurance service is a service contract under which Nhan Kiet handles all social insurance (SI), health insurance (HI), unemployment insurance (UI) and occupational accident and disease insurance procedures on behalf of the HR department, while the company remains the participating unit and transfers the contributions itself. The work falls into three groups, plus monthly reconciliation and reporting.

Managing workforce changes

  • First-time registration and issuing SI numbers for new employees (form TK1-TS); registering a new unit (form TK3-TS)
  • Reporting additions within 30 days of the employee becoming eligible to participate (clause 1, Article 28 of the Law on Social Insurance 2024)
  • Reporting reductions on termination, unpaid leave or maternity leave; filed before month-end to avoid paying extra HI the following month
  • Adjusting the contribution level on a pay rise, title change or allowance (form D02-LT)
  • Confirmation of the SI and UI contribution period when an employee leaves, formerly called closing the book (chốt sổ)

Processing employee benefits

  • Sickness, a sick child and long-term leave: collecting the certificate of leave for SI benefit and the hospital discharge paper
  • Maternity: antenatal check-ups, childbirth, paternity leave when a wife gives birth, and the one-off childbirth allowance
  • Convalescence and health recovery after sickness and after maternity
  • Occupational accidents and diseases: assessment files and claims from the occupational accident and disease fund
  • Preparing the form 01D-HSB list, tracking approval results and handling returned files

Information updates and other support

  • Correcting name, date of birth and ID number where they differ from the National Population Database
  • Merging books where one person has two or more SI numbers
  • Reissuing a lost or damaged paper SI book when the employee needs a paper copy
  • Changing the registered primary medical facility in the first 15 days of each quarter
  • SI numbers for foreign nationals with a labour contract of 12 months or more

Monthly reconciliation and reporting

  • Consolidating additions and reductions and reporting the amount the company must pay for the month
  • Reconciling the amount due against payroll and against the social insurance authority's payment confirmation
  • Reconciling outstanding balances and providing explanations during SI inspections and audits
  • Storing each employee's participation records for the duration of the service
  • Sending materials when regulations change; 2 hours of training for the HR department

2025–2026 update

What has changed in SI procedures?

The Law on Social Insurance 2024 took effect on 1/7/2025, after which the social insurance authority gradually moved books and cards to electronic form and issued a new collection process. Many tasks companies were used to doing under Decision 595/QĐ-BHXH are now different.

The contribution record printout (tờ rời) is still used: when an employee leaves, the contribution period is confirmed up to the month of departure so they can file for unemployment benefit. Only when reductions and payments are made on schedule does the printout record the full period up to the final month. For the contribution rate of each fund, and the salary floor and cap, see the 2026 SI contribution table.

Monthly process

How a company's social insurance month runs

Each month has two filing rounds for additions and reductions and one final tally of the amount due. The HR department only needs to send the changes; the declarations, filing, tracking and reconciliation are done by Nhan Kiet.

Receive the changes

The HR department sends a list of new hires, leavers, and pay or title changes. Nhan Kiet contacts each employee to collect the details for the declaration.

File additions and reductions in two rounds

Prepare D02-LT with TK1-TS, sign digitally and file electronically; report reductions before month-end so no HI arises the following month.

Process benefits during the month

Gather sick-leave certificates, hospital discharge papers and birth certificates; prepare 01D-HSB and file within 07 working days; track results and handle files not yet approved.

Finalise the amount due

Consolidate additions and reductions and report the amount; the company transfers payment no later than the last day of the following month; Nhan Kiet reconciles the payment result.

Quarterly and annual tasks

Change the registered primary medical facility in the first 15 days of the quarter, reconcile outstanding balances with the social insurance authority, and provide explanations during inspections and audits.

Clear division of roles

What the company does, what Nhan Kiet does

The table below goes straight into the contract, so each side knows which tasks are theirs and no file falls between the two.

Taking over

Review first, operate second

Before taking over, Nhan Kiet reviews the company's entire social insurance position to see where the gaps are, and only then runs the monthly schedule.

Review the current state

The active contributor list, pending sickness and maternity files, payment status, the status of books and cards, and any backlog.

Reconcile against payroll

Compare each person's contribution level with the salary used as the basis for contributions; record the gaps and propose how to resolve them.

Run it monthly

Fix the filing schedule according to the managing social insurance authority, assign three points of contact, and send the first monthly report.

Quality commitment

The standards Nhan Kiet writes into the contract

The social insurance authority's processing times are set by law. What Nhan Kiet commits to is its own part: filing in full, on time, tracking until a result is reached, and replying to the company quickly.

Service fee

The social insurance service fee is based on headcount

The fee is based on the number of employees participating in social insurance each month, finalised after a review of headcount, number of branches and the volume of changes. If your company already uses Nhan Kiet's payroll outsourcing service, the social insurance work is already included in the payroll package.

Frequently asked questions

What HR departments often ask about the social insurance service

If we outsource social insurance, who is registered as paying for our employees?

The company remains the employer and the participating unit; files are submitted under the company's unit code and digital signature by authorisation. Contributions transfer straight from the company's account into the social insurance authority's dedicated collection account, and Nhan Kiet does not hold funds on your behalf.

How soon must a new employee be registered for social insurance?

The company must file the registration within 30 days of the employee becoming subject to compulsory social insurance (clause 1, Article 28 of the Law on Social Insurance 2024). In Ho Chi Minh City, Social Insurance Region XXVII asks that additions and reductions be filed no later than the 28th of each month so they are recorded within the month.

Does the company pay extra if a leaver is reported late?

Yes, the HI portion. If the reduction is filed after the last day of the month, the company must pay HI for the whole of the following month, even though no SI or UI is due that month. For example, if someone leaves on 28/01 but the reduction is filed on 01/02, HI is still paid for month 02 (Official Letter 526/BHXH-QLT, section 5.5).

How does closing the SI book work now?

The procedure is now called confirmation of the SI and UI contribution period. When the contract ends, the company reports the reduction, pays in full up to the month of departure, and completes the confirmation (point a, clause 3, Article 48 of the Labour Code 2019). The SI book is now electronic; the employee views their contribution history on VNeID or VssID and uses the contribution record printout (tờ rời) to file for unemployment benefit.

When are maternity benefit files submitted?

The employee submits documents to the company within 45 days of the end of the leave period. The company prepares the form 01D-HSB list and files it with the social insurance authority within 07 working days of receiving the complete file, and the authority settles within 07 working days (Article 62 of the Law on Social Insurance 2024).

What documents does sick leave need to qualify for SI benefit?

Outpatient treatment requires the certificate of leave for SI benefit issued by the medical facility on the Ministry of Health's form; inpatient treatment requires the hospital discharge paper or a summary of the medical record (Article 47 of the Law on Social Insurance 2024). The employee submits it to the company within 45 days of returning to work (clause 1, Article 48).

What must the company do if an employee has an occupational accident?

The company must give first aid, advance the treatment costs, pay full salary during treatment (Article 38 of the Law on Occupational Safety and Health 2015), and report and investigate the accident. Once the assessment report on the reduction in working capacity is issued, the company files with the social insurance authority within 30 days, and the authority settles within 10 days (Article 59).

Does a lost SI book need to be reissued?

Usually not. The electronic SI book was issued by 1/1/2026 at the latest and has the same validity as a paper book (Decree 164/2025/NĐ-CP); the employee uses the electronic version on VNeID or VssID to process benefits. When an employee still needs a paper copy, Nhan Kiet declares TK1-TS to request a reissue.

What if one employee has two SI books?

Each person may hold only one SI number, so the two books must be merged into a single number for the contribution history to be joined continuously. Nhan Kiet declares TK1-TS with the details of both books, files it with the social insurance authority, and tracks it until the contribution history appears in full under one number.

Can a paper HI card still be used?

A paper card already issued can still be used, but from 1/6/2025 the social insurance authority stopped printing paper cards, including reissues and replacements (Official Letter 168/BHXH-QLT dated 26/3/2025). Employees access medical care with the chip-based ID card or the electronic HI card on VNeID or VssID.

When can the registered primary medical facility be changed?

An HI participant may change their registered primary medical facility in the first 15 days of each quarter, that is at the start of months 1, 4, 7 and 10. Employees can make the change themselves on VssID; Nhan Kiet consolidates and files for those who need the unit to do it for them.

What happens if SI contributions are paid late?

Past the last day of the following month it is late payment: the company must pay in full plus an extra 0.03%/day on the overdue amount (clause 1, Article 40 of the Law on Social Insurance 2024). Beyond 60 days, after a reminder, it becomes contribution evasion (point đ, clause 1, Article 39), with administrative fines under Decree 283/2026/NĐ-CP.
