Local EOR Company in Vietnam: Nhan Kiet, Local Since 2009
By Nguyen Quoc Trung — Deputy General Director · Updated
Nhan Kiet is a local EOR company in Vietnam: a company registered in Vietnam (tax code 0308022768) that is itself the legal employer of the Vietnamese staff it employs for foreign clients, operating since 2009 from seven local offices in Ho Chi Minh City, Hanoi, Hai Phong, Da Nang and Dong Nai. In Vietnam, "local" is not a marketing word. It means the company that signs your employees' labour contracts, registers their social insurance and holds the labour sub-leasing licence is a Vietnamese entity you can visit, verify and hold to account under Vietnamese law. This guide explains what makes an EOR company local in Vietnam, how to check it in ten minutes, and how Nhan Kiet works as a local employer of record.
Quick facts (2026):
- Local entity: Nhan Kiet Supplying Manpower Co., Ltd, tax code 0308022768, operating in Vietnam since 2009.
- Labour sub-leasing licence No. 15/2019/SHCM, listed by the Ho Chi Minh City labour authority; employment-services licence No. 22139/2023/45/SLDTBXH-VLATLD.

What is a local EOR company in Vietnam?
A local EOR company in Vietnam is a Vietnamese-registered company that employs staff directly on behalf of a foreign client, rather than passing the employment on to another company. The foreign client chooses the people and directs their work; the local EOR signs the labour contract, runs payroll, pays compulsory social, health and unemployment insurance and the trade union fee, withholds personal income tax and handles termination. Because the employer is a Vietnamese company, every obligation sits with one entity that is subject to Vietnamese labour inspection.
The opposite case is common. Many global EOR platforms do not own an employing entity in every country, so in Vietnam they work through an in-country partner. Your contract is with the platform, but the name on your employee's labour contract and social insurance record is the partner's. That model can work, but it adds a layer between you and the company that actually employs your staff. A local EOR company removes that layer: the company you sign with is the employer.
How can you verify that an EOR company in Vietnam is really local?
You can verify a local EOR company in Vietnam with six checks, and a genuine local employer can answer all of them the same day.
- Registration and tax code: ask for the enterprise registration certificate and look up the tax code. A local EOR has a Vietnamese tax code, not only a foreign company number.
- Labour sub-leasing licence: under Article 54 of the 2019 Labour Code, a company that sub-leases labour must place a deposit and hold a licence. Licensed companies are listed by the provincial labour authority; Nhan Kiet appears on the list of labour sub-leasing companies published by Ho Chi Minh City with its tax code, head office address and licence number 15/2019/SHCM.
- Name on the labour contract: ask for a draft labour contract. The employer named on it must be the company you are signing with.
- Social insurance unit code: the employer must have its own social insurance unit code in Vietnam. Ask whose code your employees will be registered under.
- A physical office and a responsible person: a local EOR can give you an address you can visit and a named manager who answers in Vietnamese and English.
- Where HR data is stored: under the Law on Personal Data Protection, ask where your employees' personal data is kept and who processes it.
Is Nhan Kiet a local EOR company?
Yes. Nhan Kiet is a Vietnamese company that signs the labour contracts of the staff it employs for clients, registers them for social insurance under its own unit code, files their personal income tax and pays them every month. It has done this since 2009 and today has more than 40,000 workers employed, more than 500 clients and partners, and operations in all 34 provinces and cities of Vietnam after the 2025 merger of provinces. There is no partner between you and the employer: when you sign an EOR agreement with Nhan Kiet, Nhan Kiet is the employer.
Nhan Kiet holds labour sub-leasing licence No. 15/2019/SHCM (first issued as No. 029/LDTBXH in 2015) and employment-services licence No. 22139/2023/45/SLDTBXH-VLATLD, is certified to ISO 9001:2015, ISO 45001, ISO 14001 and ISO/IEC 27001:2022, and keeps HR records in Vietnam.
Where are Nhan Kiet's local offices in Vietnam?
Nhan Kiet runs seven local offices across the main business and industrial areas of Vietnam, five in minimum-wage Region I and two in Region II under Decree 293/2025/ND-CP. The table lists them with the 2026 region of each office's ward.
| Office | Address | 2026 minimum-wage region |
|---|---|---|
| Head office, Ho Chi Minh City | Room 202, Building 57, 57 Le Thi Hong Gam, Ben Thanh Ward | Region I |
| Tan Binh branch, Ho Chi Minh City | Room 502, Doan Hai Plaza, 756 Truong Chinh, Tan Binh Ward | Region I |
| VSIP 2 branch (former Binh Duong) | Lot B, Unit 17, Unitown commercial quarter, Binh Duong Ward, Ho Chi Minh City | Region I |
| Hanoi branch | Room 701, Kim Anh Building, No. 1 Lane 78, Cau Giay Ward, Hanoi | Region I |
| Hai Phong branch | Dong Xuan Hamlet, An Phong Ward, Hai Phong | Region I |
| Da Nang branch | 43 Ninh Ton, Lien Chieu Ward, Da Nang | Region II |
| Minh Hung branch, Dong Nai | 370 National Road 13, Hamlet 3A, Minh Hung Ward (Minh Hung industrial park gate) | Region II |
The region matters because the minimum wage applies according to the area where the employer, or its unit or branch, operates (Article 3(3) of Decree 293/2025/ND-CP): VND 5,310,000 per month in Region I and VND 4,730,000 in Region II from 1 January 2026. A local office in the city where your team works keeps that link simple. See the full table in Vietnam minimum wage.
Which legal routes does a local EOR use in Vietnam?
A local EOR in Vietnam uses one of two legal routes, and the right one is agreed before signing. The first is labour sub-leasing under the 2019 Labour Code and Decree 145/2020/ND-CP: your manager directs the employee day to day, it applies to the 20 jobs listed in Appendix II of Decree 145/2020/ND-CP, and it lasts up to 12 months per employee under Article 53 of the Labour Code. The second is a service contract under the Commercial Law, used for work outside that list or for engagements longer than 12 months; in that case Nhan Kiet directs the staff and is responsible for the results.
A company that runs both routes can tell you honestly which one fits each role. A provider that only uses one may try to fit every role into it.
How much does a local EOR company in Vietnam cost?
Nhan Kiet's EOR fee is 8% of gross salary per person per month, with a minimum of VND 2,600,000 and a maximum of VND 5,200,000. The total monthly cost is (gross salary + 23.5% employer statutory contributions + service fee) + 8% VAT on the whole invoice, because the local EOR is the employer. In practice the total is 1.27 to 1.61 times the gross salary. The table shows three salary levels for a Vietnamese employee.
| Gross salary | Employer contributions (23.5%) | Service fee | VAT 8% | Total per month |
|---|---|---|---|---|
| VND 10,000,000 | VND 2,350,000 | VND 2,600,000 | VND 1,196,000 | VND 16,146,000 |
| VND 20,000,000 | VND 4,700,000 | VND 2,600,000 | VND 2,184,000 | VND 29,484,000 |
| VND 50,000,000 | VND 11,750,000 | VND 4,000,000 | VND 5,260,000 | VND 71,010,000 |
The 8% VAT rate applies under Resolution 204/2025/QH15 until 31 December 2026. From 1 October 2026 a deposit of one month's gross salary per employee is required and refunded when the contract ends and is settled. There is no onboarding fee, offboarding fee, entity-setup fee or currency-conversion fee, and you receive one VAT invoice per month. Prices are published in Vietnamese dong. For the full price list see EOR Vietnam cost, fees and pricing, or estimate your own case with the Vietnam salary calculator.
Local EOR company or global EOR platform: what changes for you?
Choosing a local EOR company in Vietnam changes four things: who the legal employer is, who answers when something goes wrong, which currency you are billed in, and where your employees' data is kept. With a local EOR, the employer, the support team and the data are all in Vietnam, and the price is set in dong. A global platform is often the simpler choice if you hire in many countries at once and want one dashboard. We compare both models question by question in Local EOR Company vs Global EOR Platform in Vietnam.
Can a local EOR company employ foreign nationals in Vietnam?
Nhan Kiet's EOR service is for Vietnamese employees. For foreign experts, engineers or managers, a company that already has an entity in Vietnam uses the PEO model: your entity stays the employer, and Nhan Kiet handles the work permit, visa, temporary residence card, payroll, insurance and personal income tax. See PEO in Vietnam.
How fast can a local EOR start your employee in Vietnam?
A local EOR can usually start your employee in 5–7 working days, because the employing entity, licence and payroll are already in place. The steps are short.
- You send the role, headcount, work location and expected salary; Nhan Kiet sends a detailed quote.
- Both sides sign the EOR agreement and agree the legal route.
- Nhan Kiet signs the labour contract with the employee and registers social insurance.
- The employee starts work.
- Each month you pre-fund payroll; Nhan Kiet pays salaries on time, files insurance and tax, and issues one VAT invoice.
